Compliance Is a Byproduct, Not a Phase.

Federal software treats compliance as a phase you survive at the end. I built Colophon to invert that: a governed AI agent bench that emits the RMF artifact set as a byproduct of every shipped increment. Humans decide, the bench ships.

Most federal software is built twice. Once by the engineers who ship the system, and again by the people who reconstruct, months later, the evidence that it was ever allowed to exist. The second build is the one everyone dreads: the pre-ATO scramble, the screenshots assembled from memory, the control narratives written to describe a system that has already drifted from them. I have watched that scramble consume quarters. It is the default failure mode of federal delivery, and it is entirely self-inflicted.

I built Colophon to stop building the system twice.

The inversion

The conventional model treats compliance as a phase. You engineer, you integrate, you test, and then, near the end, you turn to authorization as a separate project with its own timeline and its own reconstruction of what you did. By the time the evidence is assembled, it is a description of the past, not a property of the present.

Colophon inverts this. The Risk Management Framework artifact set is emitted as a structural byproduct of each shipped increment, not retrofitted after the fact. The compliance gates are declared once, at initiation, stamped into the chain of custody, and enforced through delivery. Every increment that ships carries its own evidence with it, because the evidence is produced by the same governed process that produces the code. There is no second build. The authorization posture is a fact about the system at all times, not a story told about it at the end.

The name is deliberate. A colophon is the closing imprint that names a manuscript’s author, its reviewers, and its authority. That is exactly what every increment should carry, and exactly what the platform stamps onto everything it ships.

Humans decide, the bench ships

The part that matters most is the part people assume you skip when agents write the code. You do not skip it. You formalize it.

Colophon runs on a coordination protocol that routes work between specialist agents and humans through a typed wire protocol and an append-only store of decision precedent. Nothing merges because a model felt confident. Work moves through a three-tier escalation: peer agents resolve what they can, arbiter agents handle what peers cannot, and a Change Control Board of humans convenes when a change is production-impacting, cross-cutting, or touches the compliance domain. The board has three seats, and each is a real decision authority: technical direction, program scope and cadence, and the ATO and cyber posture. Those seats are held by people. I sit on that board.

Before anything reaches the board, it passes a review chain, and the chain is adversarial by construction. Code review, an adversarial reviewer whose job is to break the change, test-quality review, static application security testing, and continuous-integration parity, with an accessibility lens added for anything user-facing. A change that cannot survive its own reviewers does not advance. This is the answer to the question every serious evaluator asks me: if agents write the code, whose judgment is in it? Mine, and the board’s, encoded as gates that agents cannot talk their way past. The bench is fast because the humans are deciding the right things, not because the humans stopped deciding.

The bench

Behind that governance is a bench of more than sixty specialist agents, each mapped to a role a federal program would otherwise hire for: planners and implementers, architecture-decision authors, a data architect fluent across five database paradigms, threat modelers and adversarial reviewers standing in for a red team, container-hardening and vulnerability-management specialists, evidence and documentation specialists, program management, observability. The output is not just code. It is thirty-two distinct artifacts across requirements, code, security, compliance, and operations: system security plans, POA&Ms, eMASS-uploadable bundles, STIG checklists, threat models, SLSA attestations, continuous-monitoring plans, NIST 800-53 mappings, and a DoD-records-compatible audit trail, produced as the work happens.

One constraint sits above all of it. CUI-bearing inputs never route to commercial API endpoints. Impact Level 4 and above runs inside the authorized cloud boundary, on Amazon Bedrock in AWS GovCloud and Azure AI Foundry, and that boundary is enforced by static analysis and network egress controls, not by policy language and good intentions. Sovereignty is not a setting you can forget to turn on. It is structural.

What it produces

The reason to invert compliance is not elegance. It is speed you can actually authorize.

Two DHA applications delivered in four and five weeks, each at IL4, each with zero Critical or High CVEs and full STIG parity. Across four federal programs delivered on the platform, zero Critical, High, or Medium findings. One system authorized on AWS GovCloud, another in final authorizing-official review. A CMMC Level 2 environment stood up in five weeks, Level 1 in two and Level 2 in three, directed by a single engineer. On one product, the annual third-party compliance spend fell from ninety thousand dollars to nine.

The clearest proof is Vallark, a golden-path framework for ATO-capable military mobile apps: five starters spanning infrastructure, API, web, iOS, and Android, built by the Colophon bench. The twelve months of compliance plumbing that normally precede a military mobile program’s first feature collapse to about four weeks to a first release candidate with its evidence package already attached. Two IL4 systems built on it have run in continuous production on AWS GovCloud since March 2026, serving roughly five thousand daily active users, with ATOs held without lapse and nightly scans returning zero fixable CVEs at every severity. The framework carries compile-time CUI discipline through a typed wrapper, so classified data cannot leak through a log line or a URL by construction, not by review.

Those numbers are the whole argument. Startup velocity is common. Startup velocity that arrives already authorized, with the evidence corpus attached and the findings at zero, is not. That is what the inversion buys.

Not a replacement, a discipline

It would be easy to read this as another “AI replaces engineers” story. It is the opposite. The bench does not remove judgment from the loop; it removes the parts of the loop that were never judgment in the first place: the retyping, the evidence reconstruction, the manual reconciliation of what shipped against what was documented. What remains for the humans is the part that was always the actual work. What are we building, to what standard, at what risk, and who accepts it.

Three people can do the work of a hundred this way, but only because the three are deciding and the bench is executing under gates they set. That is the discipline federal IT already knows how to run. Colophon just runs it at machine speed, and stamps the authorization into everything that leaves the door.

I still ship every day. I just ship authorized.
